The key to improving performance – whether in terms of quality or efficiency – is first to understand existing performance. Organisations need to know how they stand against their peers and against best practice providers to help them identify areas and opportunities for improvement. This is the foundation for all metric benchmarking services.

However, MedeAnalytics and HFMA Commercial Services have now come together to deliver a web-based service – UK Performance Network – that goes well beyond this initial step and overcomes the limitations of traditional benchmarking services. And the launch of the service could not be more timely, given the current drive for world-class commissioning and focus on the quality of services.

At one level, the system will simply enable organisations to examine different aspects of their own performance, making it far easier to pull together key performance information into bespoke dashboards or scorecards. For instance, commissioning organisations could easily look at asthma-related hospital readmission rates (from hospital activity data) alongside performance against asthma indicators included in the Quality and Outcomes Framework (QOF), broken down by GP practice. For many organisations, this alone will provide a major step forward in terms of monitoring and reporting on current performance. But the real added benefits come from comparing performance across organisations.

In terms of comparisons, the UK Performance Network delivers a unique tool. Rather than just enabling users to compare themselves against the whole NHS or a predefined peer group, UK Performance Network system users can select the parameters for their own peer group. This sidesteps one of the common problems with some other benchmarking services, where analysis is undermined by a lack of comparability (for instance, peer groups that take no account of single or multiple site operation). One foundation trust finance director, joining the early adopters, said this was a key issue for his organisation. "Where benchmarking as a concept has fallen down previously is the issue of apples and pears. While superficially the benchmarking approach is attractive, when you drill down to find the drivers of the difference, you can find it’s not a valid comparison," he said. "The ability to do some research upfront and determine your own peer group will be a real advantage in mitigating against that."

The service also pulls on MedeAnalytics' extensive client base to enable comparisons with international organisations, in particular some 800 US healthcare organisations, giving access to international best-of-class practice.
